The UN SG's report for the World Humanitarian Summit, One Humanity: shared responsibility launched calls for 'where markets and operational context permit, cash based programming should be the preferred and default method of support

1) What type of commitments would we need to have from host and donor Governments to make this a reality?
2) To make this a reality, how would a successful relationship with the private sector look like?
3) What type of commitments would we need to have between operational Agencies (UN and NGO's) to make this a reality?

While an understanding of market context and operational context is necessary for response analysis, is it sufficient to justify a default and preferred response?

When humanitarians discuss preference, they're usually approaching the term through the concept of beneficiary preference. But in this case the term is suggesting the donor's and implementer's preference, apparently without regard for beneficiaries' preferences.
